The European Union’s European Chemicals Agency (ECHA) regulates pigments under the REACH Regulation, requiring strict limits on impurities, full ingredient transparency and toxicological review. At present, the EU is the only governing body with comprehensive, enforceable standards specifically addressing pigments used in procedures like permanent makeup—making REACH compliance the gold standard worldwide.
Permanent makeup (PMU) pigments are fundamentally different from traditional body tattoo inks. PMU is designed for the face, where skin is thinner, more vascular, and more reactive. The goal is subtlety, controlled fading, and long-term skin harmony—not dense, permanent saturation. High-quality PMU pigments are formulated and sourced more predictably to minimize color shifting, while avoiding harmful contaminants that have historically been found in less regulated inks.
